产权组织中国办事处主任刘华女士首先向与会代表介绍了产权组织2022年在华工作的五大亮点。

Ms. Liu Hua, Director of WOC, provided a briefing to the participants on five key highlights of WIPO-China cooperation in 2022.

一是中国在2022年初加入了两个重要的产权组织条约，一个是帮助设计人获得跨国保护的《海牙协定》，另一个是盲人或印刷品阅读障碍者获得已出版作品提供便利的《马拉喀什条约》。

Firstly, China joined two important WIPO treaties in early 2022: the Hague Agreement, which assists designers in obtaining protection across multiple countries, and the Marrakesh Treaty, which increases access to books for individuals who are blind or print-disabled.

二是中国中小企业在首届产权组织全球奖评选中表现突出。两家中国中小企业——苏州瑞派宁和上海芯龙光电——跻身首届产权组织全球奖的5家获奖企业之列。

Secondly, Chinese small and medium-sized enterprises (SMEs) performed well in the inaugural WIPO Global Awards. Two Chinese SMEs, Suzhou Raycan and Shanghai Shylon, were among the five winners of this prestigious award.

三是2022年《全球创新指数报告》在中国得到广泛关注和报道。中国国务院总理李克强首次向《全球创新指数报告》全球发布会致贺信。中国的利益攸关方将《全球创新指数报告》视为一个客观全面的创新衡量标准，将其作为政策制定和决策的重要指标。

Thirdly, the GII 2022 received significant attention and widespread coverage in China. For the first time, Chinese Premier Li Keqiang sent a congratulatory letter to the GII Global Launch. Chinese stakeholders consider the GII to be an objective and comprehensive measurement of innovation, as well as an important indicator for policy- and decision-making.

四是产权组织替代性争议解决服务为中国企业解决涉外知识产权争议开辟了新途径。产权组织于2019年在上海开展仲裁和调解服务。2022年，委托产权组织进行案件调解的法院数量从2家增加到6家。

Fourthly, WIPO's Alternative Dispute Resolution (ADR) service has provided the business community in China with a new avenue for resolving foreign-related IP disputes. Since launching its arbitration and mediation services in Shanghai in 2019, the number of courts referring cases for WIPO mediation has expanded from 2 to 6 in 2022.

五是产权组织在中国的社交媒体影响力得到提升。中国办事处的社交媒体从微信公号拓展到百家号、头条号和抖音号，发布382篇文章，阅读量达到840多万。

Finally, WIPO has enhanced its social media presence in China through the WIPO Office in China. In 2022, WIPO leveraged new social media platforms such as Baijiahao, Toutiaohao, and Douyin, in addition to Tencent's WeChat, to bring its IP message to a wider audience. A total of 382 posts published in 2022 have registered over 8.4 million views.

关于2023年的工作计划，刘华提出了四个优先事项：

Ms. Liu Hua elaborated four priorities in WOC’s work plan 2023 as four Ps:

一是坚持以人为本，讲好知识产权故事。根据总部的媒体战略，中国办事处协助总部开展社交媒体试点项目，提供更有针对性的内容，更深入地参与社交媒体平台，以面向更广泛的受众。中国办事处将利用世界知识产权日和产权组织全球奖，与更多新的、更广泛和更多样化的群体建立联系，宣传知识产权故事，特别是面向中小企业、女性和青年。

First, People-centered approach and explain the potential of IP: WOC will collaborate with WIPO headquarters to support a pilot media project and provide tailored content to engage a broader audience on social media platforms, particularly targeting SMEs, women, and youth. WOC will also leverage the World IP Day and WIPO Global Awards to promote inspiring IP stories.

二是加强伙伴关系，共创知识产权未来。中国办事处将继续参与在中国举行的重要大型活动，特别是与2023年产权组织-中国合作50周年相关的纪念活动。中国办事处将促进中国参与产权组织的规范性议程，就有效落实《海牙协定》和《马拉喀什条约》与合作伙伴密切合作，推动中国在加入《里斯本协定》方面取得进展，鼓励更多中国企业参与产权组织前沿技术对话会，并为中国参加两部拟议国际条约的外交会议提供便利——一部是关于保护外观设计的条约（《外观设计法条约》），一部是关于知识产权、遗传资源和遗传资源相关传统知识的协定。

Second, Building partnerships for a balanced global IP ecosystem: WOC will participate in significant events held in China, particularly those related to the 50th Anniversary of the WIPO-China cooperation in 2023. WOC will facilitate China's participation in WIPO's normative agenda and encourage more Chinese enterprises to participate in WIPO Conversation on Frontier Technologies.

三是提供优质知识产权服务，传递用户价值。基于产权组织在中国市场广泛传播的 “1座金矿+5套金钥匙”理念，中国办事处将向产权组织各项服务和体系的中国用户提供更加高效和有效的服务，进一步推广产权组织的创新数字工具和服务，包括产权组织知识产权门户、ePCT、eMadrid、eHague和知识产权诊断工具。

Third, Providing high-quality IP services to deliver value to Chinese users: WOC will provide more efficient and effective services to Chinese users of WIPO's services and systems. WOC will also promote WIPO's innovative digital tools and services, such as WIPO IP Portal, ePCT, eMadrid, eHague, and IP Diagnostics.

四是打造知识产权政策工具，促进增长和发展。中国办事处将继续推动中国有关方利用产权组织领导的10个公私伙伴关系平台以实现其知识产权利益，其中重点是产权组织技术与创新支持中心（TISC）和可持续技术交易市场（WIPO GREEN）。产权组织的知识产权教育和培训计划受到了中国的热烈欢迎，特别是WIPO暑期学校。中国办事处支持WIPO学院的特许经营模式，期待更多的中国大学成为WIPO暑期学校的合作伙伴。

Fourth, Making IP as powerful policy tools to promote growth and development: WOC will continue to promote China's utilization of WIPO's 10 public-private partnership platforms to achieve its IP interests, particularly the WIPO Technology and Innovation Support Center (TISC) and WIPO GREEN. WOC will also support WIPO's IP education and training programs, such as the WIPO Summer School.

中宣部版权管理局副局长赵秀玲表示，中国1990年通过的第一部《著作权法》得到了产权组织的专家建议，产权组织也培养了早期的很多中国版权人才，中国版权起步发展的每一步都离不开与产权组织的合作。自产权组织设立中国办事处以来，双方各方面合作更加密切，共同举办各项会议论坛、一起颁发版权金奖、《马拉喀什条约》在中国生效、携手开展版权保护优秀案例和示范项目，把中国在版权领域的鲜活素材通过产权组织平台向全球推广，为全球版权治理贡献了中国方案和经验。

Zhao Xiuling,  Deputy Director General of the Copyright Department of the Publicity Department of the CPC Central Committee, stated that the first Copyright Law passed by China in 1990 received expert advice from WIPO. WIPO also trained many early Chinese copyright talents. Every step of China's copyright development cannot be achieved without the cooperation with WIPO. Since the establishment of WOC, the two sides have had closer cooperation in all aspects. We have jointly held various conferences and forums, awarded WIPO-NCAC Copyright Awards, enabled the Marrakesh Treaty to be effective in China, cooperated on launching WIPO Case Studies of Best Practice in Copyright Utilization and Protection, and promoted China's vivid materials in the copyright field to the world through the WIPO platform, contributing China’s solutions and experience to global copyright governance.

工业和信息化部科技司副司长任爱光表示, 工信部和产权组织即将签署合作谅解备忘录，共同利用知识产权促进中小企业走向专精特新的发展道路。产权组织的“五套金钥匙”如何在工信重点领域推进更多的高价值专利可以是双方合作的一个着力点。希望和产权组织在前沿技术领域，如人工智能、脑机接口、物联网、大数据等方向开展重点讨论。

Ren Aiguang, Deputy Director General of the Department of Science and Technology of MIIT, said that MIIT and WIPO would soon sign an MOU on cooperation, jointly using IP to promote the development of SMEs towards specialization, refinement, uniqueness and novelty. WIPO’s "five sets of golden keys" can be a focus point for cooperation between the two sides in promoting more high-value patents in key areas of industry and information technology. MIIT hopes to conduct important discussions with WIPO in the frontier technology areas, such as artificial intelligence, brain-computer interface, Internet of Things, big data,

商务部条法司副司长李明表示，近年来在“走出去”的过程中，中国企业知识产权保护意识不断提升，对专利、商标、版权等知识产权各方面需求急剧增多。商务部愿与产权组织加强合作，帮助中国企业解决知识产权相关问题，推动外方在国内解决知识产权相关纠纷，进一步优化营商环境。

Li Ming, Deputy Director General of the Department of Treaty and Law of MOFCOM, said that in recent years, as Chinese enterprises have expanded overseas, their awareness of IP protection has constantly been rising, and their demand for patents, trademarks and copyrights has increased sharply. MOFCOM is willing to strengthen cooperation with WIPO to help Chinese enterprises solve IP-related problems and promote foreign parties to resolve IP-related disputes in China to further optimize the business environment.

市场监管总局国际合作司副司长舒玲敏表示，产权组织在全球创新创造领域发挥着领导人的作用，对市场监管工作也有很多新的启示，比如在竞争政策、商业秘密等方面。产权组织有“五套金钥匙”，我们也有“市场监管工具箱”，希望双方加强合作，共同为创新创造营造一个良好的市场环境。

Shu Lingmin, Deputy Director General of the International Cooperation Department of SAMR, pointed out that WIPO plays a leading role in the field of global innovation and creation, and also provides many new insights for market regulation, such as in competition policy and trade secrets. WIPO has "five sets of golden keys", and SAMR also has a "toolbox for market regulation". SAMR hopes that the two sides can strengthen cooperation to create a good market environment for innovation and creation.

市场监管总局执法稽查局副局长佟波表示，保护知识产权离不开大家的共同努力。近年来，全国双打办与产权组织不断扩大合作范围，在中国国际服务贸易交易会上共同举办打击侵权假冒高峰论坛，在中国国际进口博览会上共同举办打击侵权假冒国际合作论坛，为中外各方搭建了知识产权保护交流互动的平台，助力全国各地市场监管部门提升监管水平和能力。

Tong Bo, Deputy Director General of the Enforcement and Inspection Department of SAMR, expressed that protecting IP rights requires the joint efforts of everyone. In recent years, the Office of National Leading Group on the Fight Against IPR Infringement and Counterfeiting (NLGO) has continuously expanded its scope of cooperation with WIPO, jointly holding the Summit on Fighting Against IPR Infringement and Counterfeiting at the China International Fair for Trade in Services as well as the Forum on International Cooperation in Protecting IPR and Fighting Against Infringement and Counterfeiting at the China International Import Expo. These efforts provided a platform for communication and interaction on IP protection for Chinese and foreign parties and helped the market regulation administrations across the country to improve their supervising ability.

文化和旅游部政策法规司一级巡视员阎平希望未来能和产权组织在三个方面进行深入合作：一是在政策平台上，就文旅领域新兴业态的发展和管理分享中国经验，积极参加新领域新赛道的规则制订；二是利用产权组织数据库和各大平台来推广文旅部的公共图书馆、海外旅游中心等资源，达到互助共享的目标；三是在业内积极推广介绍产权组织“一座金矿+五套金钥匙”的知识产权体系。

Yan Ping, Counsel of the Department of Policy and Regulations of MCT, hopes to have in-depth cooperation with WIPO in three areas: first, to share China's experience in the development and management of new industries in the field of culture and tourism, and actively participate in the formulation of rules in new fields and new tracks; second, to use the database and major platforms of WIPO to promote the public libraries and overseas tourism centers of MCT to achieve the goal of mutual support and sharing; third, to actively introduce and promote WIPO's global IP systems in the industry, including “one gold mine plus five sets of golden keys".

国家知识产权局国际合作司一级巡视员原琪表示，作为统筹协调涉外知识产权的部门，国家知识产权局多年来一直与产权组织保持传统友谊和良好关系。从2014年中国办事处成立起，双方在推动各部门合作、国际知识产权体系在华推广等各方面都开展了深入合作。很多中国企业利用产权组织的服务体系，走向国际市场。中国的PCT申请量已经连续3年位居世界第一，马德里国际商标申请量连续3年排名世界第三，自从去年中国加入海牙体系后，外观设计申请量也已非常可观。今年是中国和产权组织合作50周年，双方将会开展一系列纪念活动，希望这一系列活动又将成为双方合作的新起点。

Yuan Qi, Counsel of the International Cooperation Department of CNIPA, stated that as the department responsible for coordinating foreign-related IP affairs, CNIPA has maintained a traditional friendship and good relations with WIPO for many years. Since the establishment of WOC in 2014, the two sides have carried out in-depth cooperation in promoting cooperation among various departments and promoting the international IP systems in China. Many Chinese enterprises have utilized these systems of WIPO to enter the international market. China's PCT applications have ranked first in the world for three consecutive years, and its Madrid international trademark applications have ranked third for three consecutive years. Since China joined the Hague system last year, the number of design applications has also been very considerable. This year marks the 50th anniversary of China's cooperation with WIPO. The two sides will carry out a series of commemorative activities, hoping that these activities will become a new starting point for cooperation between China and WIPO.

广东省市场监督管理局一级巡视员何巨峰表示，深圳-香港-广州连续三年在全球顶尖科技集群中排名第二，粤港澳大湾区知识产权事业的发展离不开WIPO和中国办事处的大力支持。广东是外贸大省，广东企业走出去的愿望非常迫切，希望和中国办事处进一步加强全面深入的合作，引进更多的产权组织资源落地广东。

He Jufeng, Counsel of Guangdong Administration for Market Regulation, stated that Shenzhen-Hong Kong-Guangzhou had ranked second among the world's top science and technology clusters for three consecutive years. The IP development in the Guangdong-Hong Kong-Macao Greater Bay Area cannot be achieved without the strong support of WIPO and WOC. Guangdong is a major province for foreign trade, and Guangdong enterprises are very eager to expand overseas. He hopes to further strengthen comprehensive and in-depth cooperation with WOC and introduce more WIPO resources to Guangdong.

上海市知识产权局副局长余晨表示，上海和产权组织2017年就签署了合作谅解备忘录，双方有长期深度的合作基础和良好的合作关系。上海将结合办事处的四个工作重点，进一步加强合作，共同办好上海国际知识产权论坛，加大对产权组织仲裁与调解上海中心的支持力度，推动WIPO GREEN项目取得成效，希望邓鸿森总干事今年能访问上海并签署新一轮的合作谅解备忘录。

Yu Chen, Deputy Director General of the Shanghai IP Administration, said that WIPO and Shanghai signed an MOU on cooperation in 2017. The two sides have a long-term, in-depth cooperation foundation and a good working relationship. Shanghai will further strengthen cooperation in conjunction with the four working priorities of WOC, co-organize the Shanghai International IP Forum, increase support for WIPO Arbitration and Mediation Shanghai Service, and promote the effectiveness of the WIPO GREEN project. He hopes that WIPO Director General Daren Tang will visit Shanghai this year and sign a new round of MOU on cooperation.

江苏省知识产权局副局长赵旗表示，江苏是产业大省和创新大省，近年来很多活动得到了产权组织的大力支持，包括中国（无锡）国际设计博览会和南京紫金知识产权国际峰会，江苏的企业也获得了首届产权组织全球奖。希望产权组织能与江苏签署合作谅解备忘录，通过更多的合作项目提高江苏省的知识产权国际交流水平。

Zhao Qi, Deputy Director General of the IP Office of Jiangsu Province, expressed that Jiangsu is a major province industries and innovation. In recent years, many activities have received strong support from WIPO, including China (Wuxi) International Design Expo and the Nanjing Zijin International IP Summit. A SME from Jiangsu have won the first-ever WIPO Global Awards. He hopes that WIPO can sign a MOU on cooperation with Jiangsu and enhance the international IP exchange level of Jiangsu through more collaborative projects.

最高人民法院国际合作局二级巡视员周玲玲介绍了最高人民法院与产权组织2017年签署备忘录之后在司法领域的合作，包括参加知识产权法官论坛、派员担任产权组织法官顾问委员会委员、合作出版典型案例集、向产权组织法律与条约数据库提供数据、支持并指导地方法院参与产权组织的ADR工作等，希望今年能与产权组织联合举办法院专题研讨会。

Zhou Lingling, Assistant Counsel of the International Cooperation Bureau of the SPC, introduced the cooperation between the SPC and WIPO in the judicial area after signing an MOU in 2017. This includes participating in the IP Judges Forum, dispatching personnel to serve as the member of WIPO Advisory Board of Judges, collaborating on publishing a collection of typical cases, providing data to the WIPO Lex Database, and supporting and guiding local courts’ participation in WIPO ADR work. She hopes that a special seminar for courts can be jointly held with WIPO this year.

最高人民检察院二级高级检察官杨建军介绍了最高人民检察院知识产权检察办公室的成立，表示要讲好知识产权检察故事，希望在制度建设和案件办理方面与产权组织、与各部门积极合作，共同开展前沿技术领域的知识产权研究。

Yang Jianjun, Senior Prosecutor of the Second Rank of the SPP, introduced the establishment of the IP Prosecution Office of the SPP. He stated that they aim to tell good stories of IP prosecution. He hopes to actively cooperate with WIPO and various departments in system construction and case handling, and jointly conduct research on IP in the fields of frontier technologies.

外交部国际司五处处长王剑表示，外交部高度重视产权组织在促进知识产权保护和创新领域的引领型作用，也非常重视与产权组织深化交流与合作。过去一年中国办事处在促进双方高层交往和国内创新交往领域取得了良好的成绩，特别是去年邓鸿森总干事来华出席冬奥会开幕式期间，参加了习近平主席的招待晚宴，和李克强总理进行了会见，推动双方合作迈向了新台阶。今年是中国和产权组织合作五十周年，希望中国办事处发挥好桥梁纽带作用，和中方各个单位共同沟通，开展好纪念活动，为中方深入参与产权组织框架下的知识产权全球治理提供更多合作机会。

Wang Jian, Director of Division V, the International Department of the Ministry of Foreign Affairs (MFA), pointed out that MFA attaches great importance to the leading role of WIPO in promoting IP protection and innovation, and also attaches great importance to deepening exchanges and cooperation with WIPO. Last year, WOC achieved good results in promoting high-level exchanges and domestic innovation exchanges between the two sides. In particular, during his visit to China for the Opening Ceremony of the Beijing 2022 Winter Olympics, WIPO Director General Daren Tang's attendance at the banquet hosted by President Xi Jinping, and his meeting with Premier Li Keqiang, have pushed the cooperation to a new level. This year marks the 50th anniversary of China's cooperation with WIPO. MFA hopes that WOC communicates with various departments to jointly carry out commemorative activities, providing more opportunities for cooperation for China to participate deeply in the global IP governance under the WIPO framework.

The participants congratulated WIPO and WOC for the achievements last year and thanked the Roundtable for providing an excellent platform for communication and further understanding the strategic development direction of WIPO. They hoped to further deepen the cooperation with WIPO, make good use of the various services, products and resources of WIPO, support the work of WOC, and jointly promote high-quality development of IP in China.
